Hamburg enables online change of residence in pilot project

The Free and Hanseatic City of Hamburg shows itself to be quite modern. Not only does the world’s first digital suburban train run there, or a new supercomputer called Levante has recently been doing its job, but the city also has an exciting innovation in store for its citizens. The change of residence, i.e. a move, is namely now also possible online, and a new pilot project has been launched for this purpose.

Online change of residence in Hamburg possible

The new online service, which has been launched in a pilot project in Hamburg, goes by the name of electronic residence registration (eWA). It is intended to eliminate the need to go to the authorities, which requires the new address to be reported within 14 days after a move.

Together with the Federal Ministry of the Interior and for Home Affairs, the city of Hamburg has launched the new pilot project a pilot project. Initially, however, it is limited to moves within Hamburg, but will gradually be expanded and made available throughout Germany.

The complete registration process can be completed in the portal with immediate effect in a legally secure manner, on time and from any location. Further advantage: Unlike the change of residence in the office, no fees are incurred when using the online portal.

The goal is to digitally process the approximately 250,000 registrations and re-registrations in Hamburg and around 5.5 million changes of residence in the entire Federal Republic of Germany in the future.

What are the requirements?

The basic prerequisites for using the online change of residence are an ID card with the online ID function activated, a user account with a mailbox, and the ID card app2. The latter provides the basis for a secure connection when using the online ID card function. EU citizens and members of the European Economic Area can use the service by means of an eID card.

To begin with, the service is also initially aimed only at unmarried people without minor children who move within Hamburg – after all, they make up the largest proportion of households around Hamburg and around 57 percent of all moves within the Hanseatic city, according to the ministry. All registrations in new main or sole dwellings are possible.

After the end of the pilot phase, it should also be possible to move to another city or municipality via the eWA portal in 2023. As will the registration and reregistration of families and other user groups.

Simple change of residence

The entire process is to be kept particularly simple. It should be possible to register a move in just a few steps, while being guided through the process step by step.

First, it is necessary to authenticate oneself in a data protection-compliant manner using the online ID function of the German ID card or with the eID card. Then the data stored in the population register is displayed and you can check it and enter your new address.

It is no longer necessary to submit a housing provider confirmation. Instead, citizens will receive a code that will be mailed to their new address. With the code, you can download the electronic registration confirmation. This is particularly forgery-proof thanks to an electronic seal, after which the data is now transferred directly to the chip in the ID card or eID card via an app.

This works with any commercially available smartphone. The new address label for the ID document is then sent by mail as the final step.
