Hungary plans DDoS attacks against illegal IPTV providers

Illegal IPTV services are a big problem for the rights holders and the worldwide usage is not decreasing despite increased measures of the rights holders. The Hungarian government is therefore planning a very special action: legal DDoS attacks will be used to bring the providers to their knees.

Legal, government-backed distributed denial of service (DDoS) attacks against illegal IPTV providers, what could possibly go wrong? That’s exactly what the government of Hungary is apparently up to now, as reported by Torrentfreak magazine.

Like most online services, illegal IPTV platforms use normal domains, IP addresses, websites and servers. But they are well aware that rights holders are watching their every move closely.

The Hungarian Communications Association has already reported over 100 illegal IPTV service providers to authorities in recent years, he said. However, the investigations are very slow and ineffective, he said. Since 2018, he says, only one case has been closed in which a provider was convicted – the sentence included payment of damages and a one-year prison sentence. So a new idea is needed, the country finds.

Stakeholders in Hungary sat down with lawmakers, rights holders, ISPs and broadcasters to explore the possibilities of DDoS attacks against providers.

Attack on illegal vendors

“For the sake of legal security and international transparency, at the initiative of the Hungarian communications authority, RIPE should set certain IPv4/IPv6 addresses for the use of legal, registered DDoS attacks and make them publicly available,” it said in a statement.

It says the government should select a suitable, professional organization that – under the strictest control and supervision – will direct the attacks against the illegal IPTV providers after a debauched audit and authorization.

Thus, it is additionally hoped that a DDoS attack will affect the quality of services and destroy the user experience of illegal streaming even for subscribers. The pressure is said to be kept up so that possible moves of services and offers are bypassed.

This is to tempt users to cancel their subscriptions due to the declining quality, which means a drop in income for IPTV providers. In this way, it is hoped that the platforms can be forced out of the market.

Possible collateral damage of the action has not been considered or is even part of the strategy, Torrentfreak continues. The disruption of innocent third parties is not seen as a problem, rather the resulting chaos should be used as a message to the hosting companies to better select their customers in the future.

However, it is highly unlikely that the government will allow legal DDoS attacks.
