In Germany, it has been illegal to hold a cell phone in your hand while driving since 2017. This means that you are not allowed to make calls or write messages on your cell phone while driving. This also applies to making calls on a motorcycle. If you are caught without a cell phone holder, it can be expensive, as it is considered a violation of the Highway Code. Currently, the penalty is 100.- euros, plus there is a point in Flensburg.
